Rachel Reeves has spoken, and the verdict is in: you are paying more tax. Again.

Let’s be clear about what this budget represents. It is an attack on working people. It isn’t targeting the mega-wealthy or closing offshore loopholes. Instead, it is a systematic squeeze on employees, self-employed business owners, landlords, and savers.

The budget aims to raise £25.8 billion by 2029/30. And where is that money coming from? Your pocket.

It’s not just one big tax hike. It’s a stack of “stealth taxes,” frozen thresholds, and policy changes designed to drain your income without making headlines. Here is exactly what has changed, who it hits, and how much it will cost you.

The Big Three: Where the £15 Billion is Coming From

Three major changes account for nearly £15 billion of the revenue raise. These are the ones that will hurt the most.

1. Threshold Freezes Extended (Fiscal Drag)

Cost to you: £8 billion per year by 2029/30.

The Chancellor has extended the freeze on personal tax thresholds for another two years, until 2030/31.

  • Personal Allowance: Frozen at £12,570.
  • Higher Rate Threshold: Frozen at £50,270.
  • Additional Rate: Frozen at £125,140.

Why this matters: As your wages rise with inflation, you aren’t actually getting richer in real terms. However, more of your income gets dragged into higher tax bands. This is “fiscal drag”, a stealth tax that takes money from people who are already struggling with the cost of living. We are now looking at a decade of frozen thresholds (2021–2031) while everything else gets more expensive.

Key Takeaway

The “Largest Tax Rise” is driven by Fiscal Drag. By freezing tax thresholds until 2030/31, the government is ensuring that as your wages rise with inflation, you are pushed into higher tax brackets, effectively cutting your real-world income for the next decade.

2. The Pension Raid

Cost to you: £4.7 billion by 2029/30.

From April 2029, salary-sacrificed pension contributions above just £2,000 a year will be subject to National Insurance (both employer and employee).

Salary sacrifice was one of the most efficient ways to save for retirement. Now, if you are trying to build a pot so you don’t rely on the state, you are being punished for it. This hits the “middle gap”, people on decent salaries trying to do the right thing and not the super-rich with offshore trusts.

3. Dividend & Savings Tax Hikes

Cost to you: £2.1 billion by 2029/30.

  • April 2026: Dividend Tax rates increase by 2%.
    • Basic rate: 8.75% → 10.75%
    • Higher rate: 33.75% → 35.75%
  • April 2027: Property income and savings interest tax rates also rise by 2%.

This targets small business owners who pay themselves via dividends, landlords, and prudent savers. It makes you wonder: why risk starting a business if you end up taxed more heavily than an employee?

The Stealth Taxes You Might Have Missed

It’s never just the headlines. The small print contains a raft of other measures designed to extract cash.

  • ISA Allowance Slashed: The tax-free cash ISA limit is being cut from £20,000 to £12,000. This is a direct hit on working people trying to save.
  • EV Mileage Charge: From April 2028, electric vehicle drivers will pay 3p per mile. You did your bit for the environment; now you get a new tax bill.
  • Council Tax Surcharge: High-value properties (Band G/H) could see bills double. While this sounds like a “mansion tax,” inflation means many normal family homes in the South East will eventually get dragged into this net.
  • Student Loans: Thresholds frozen for another three years. This is effectively a graduate tax hike.

Where is the Money Going?

It’s important to know what you are paying for. This £25.8 billion isn’t disappearing; it’s funding specific policy choices:

  • Removal of the two-child benefit cap: Costing £3 billion/year.
  • Winter Fuel Payments expanded: Costing £3.5 billion/year.
  • Renewables subsidies: Costing £2.3 billion/year.

Regardless of your political view on these policies, the math is simple: the government spends, and working people pay.

The Real World Cost: Two Examples

Let’s stop looking at these in isolation and see how they stack up for real people.

Example 1: The Employee (£50k Salary)

  • Fiscal Drag: Hundreds of pounds lost as inflation pushes you near the 40% bracket.
  • Pension NI: If you sacrifice £5k/year, you now pay NI on £3k of that.
  • Savings: Your interest is taxed higher from 2027.
  • Total Hit: Easily £500–£1,000+ per year worse off.

Example 2: The Small Business Owner (£80k Profit)

  • Fiscal Drag: Hits your salary portion.
  • Dividend Tax: That 2% rise on £40k of dividends costs you an extra £800/year.
  • Corporation Tax: Reduced allowances for equipment.
  • Total Hit: Likely £2,000–£3,000+ per year worse off.

Why It’s Always You

Why doesn’t the government tax the mega-wealthy? Because they tried (the Exit Tax), and they backed down. The ultra-wealthy have mobility, advisors, and options. They leave.

The people at the bottom can’t pay.

That leaves you, the middle. The business owner, the contractor, the landlord, the career professional. You are the one funding the system because you are the easiest target.

What You Can Do Now

Complaining won’t change the budget. But being smart can protect your income.

  1. Understand Your Exposure: Don’t wait until you file your return. Calculate now: how does the dividend hike affect you? Are you salary sacrificing? Know your numbers.
  2. Stay Compliant: HMRC is ramping up enforcement to close the “tax gap.” They are hiring more investigators and sending more nudge letters. Do not give them an excuse to fine you.
  3. Get Aggressively Efficient: Compliance isn’t enough. You need to claim every single relief, expense, and allowance available before they are frozen or removed. Structure your business correctly. Time your dividends. Use your pension.

The bottom line: You are paying more. The government has made its choice. Now you need to make yours: will you let them take the maximum, or will you legally structure your affairs to keep what is yours?
